The above FOIA request was denied because the requested records "were all turned over to the Illinois State Police Task Force that was formed at that time."
 
I followed up with FOIA Officers Sharon Samuels, and she confirmed that "at that time" meant at the time of the Tylenol murders investigation in 1982.
 
So, if the requested documents were turned over to the Illinois State Police in 1982 - then how did the Chicago Tribune photagrapher take the following picture of the Tylenol murders invrstigation files in the Winfield Police Department Evidence Room in 2002?
